    Rewatch it… krillin asked senron that but shenron said he couldn’t so instead krillin asked him to take out the bombs off them instead. Later When goku comes back frmo the dead for the tournament (boo saga) kirllin mentions to goku saying 18 orginally was human and turned into a cyborg.

    I believe that the term “Cyborg” is more adequate to describe #17-20, as they were humans outfitted with mechanical components. #16 would be an Android as he was created from nothing.
